I think, no fine is go to stop this illegal(its either kissing or any other such behaving between unmarried persons,ofcourse married couples may not behave like...)one's but its better to take an immediate action by the people who are feels uneasy and,hate that things arround that place. Its too better that the governament to take an action upon this type of illicit atleast one year prison as killing act of Indian culture.
