As a senior bureaucrat it's highly unlikely that he does not know the boundaries. Looks like he has found some better offer in US and now creating this scene so that he can seek asylum/US citizenship.

I don't see anything wrong in him. What he sarcastically wrote earlier and what he tweeted.
Does only politicians has last right to say or to do anything being so called caretaker of temple of democracy.
