Ex-RBI Governor Trying To Stay Ahead Of ED Cornering Him......
by rishi (View MyPage) on Sep 13, 2018 04:16 PM  | Hide replies

.....on many aberraations committed by him during his tenure at RBI....Rajan is known for being a part of the spineless "jee hujoori" brigade of the ancient congresssi-era that drove him to spread "intolerance" in the Nation as he exploited his professional role to cater to his political-leaning in public-life....he supported the bihari mahagatbandhan to weaken the NDA Govt. which however gave him a graceful exit after his contract got over. The Government is now under severe pressure to look into NPAs and other financial aberrations that allegedly took place in connivance with or in knowledge of the rajan as the top man in RBI largely in the then UPA era.

Can anyone tell us how FM/PM of either NDA or UPA can direct any bank to give loan to their supporters or anyone.
Banks are governed by separate system independent. We all voters are discussing non issue.
We lack system, which is basic reason of failure everywhere or due to corrupt practices adopted by few officers of the bank.

There is no relevance pointing Govt for sanction of any loan. All bank- branch managers, depends on the size of a branch are empowered with specific quantum-sectors right from scale one to top management. Beyond their specified powers the proposal goes up to Board (Branch to Regional/Zonal offices, then HO where there is a Committee of GMs then ED, CEO and Board) In case of huge sums it is being considered on Consortium basis along with other banks. Periodical Inspection and meetings respective bankers used to make such accounts and disseminating over their experience with the respective banks. Targets is a pressure, recovery is another to field level functionaries. Pressures from outside may come but consideration/recommendation is in the hands of Branch Head.

RBI depends on the economy gives guidelines for sectors which are to considered or restricted. Of the total advances 40% is meant for priority sectors. Excess deposits some times forces the bankers lend for higher quantum to Non-Priority Sectors. Branches have Internal Audits like snap inspection in every quarter, Regular Audits in 18mths, Concurrent Audits by external (daily), RBI Audit for big branches, Statutory Auditing once a year.
During early 70s large number of branches were opened and so recruitment were made. Direct recruit officers within 2/3 years were forced to Head branches. Due to inexperience many failed.

Similar such situation prevails now. Recruitments were more during 1970-80 and those officers have retired during 2005-2015 and hence more recruitments are being made for the past 10 years and new inexperienced are being posted as Branch Manager now. Managers should be wiser, experienced, knowledgeable in all fields than the borrower, must have the ability to analyse the Balance Sheets, project reports etc.

Cause of NPA: A FEW: Pre sanction analyse, Intentional, death of borrower, quarrel among partners, Closure of business, diversion of funds, inadequate funding, poor monitoring and still more for small borrowers. Flood, drought and fire etc also harm.

Of all, Governments policy decisions some times hurt performance of the borrower - like demonetisation, CST. During Budget time over taxes and consideration etc may affect. Policies over Import and Exports etc.and limilar like - Court decisions like ban on Coal, iron ore - Price rise over Petroleum Products.

As of date: we could see Power, Steel, Infra, real estate etc have more number of NPA a/cs

If there was crime in jurisdiction of any police station. If the in charge of the police station is changed, the incoming cannot say that the crime happened in previous in charge period. He is responsible for trapping the criminal. In our case, the new in charge was aware before 2014. Listen any speech before 2014 elections.

use common sense and think if the previopus police officer has not done his job properly , deliberately not completed the investigation he should have done, given opportunity to the accused to temper with documents etc do you think that his successor can successfuly build his case against accused ? However, government is taking all necessary actions but bias and colour blind people like you can not notice this.

Correctly said, why he silent? so many years? now ball came into his court, he telling anything. RBI governor has the authority to take action on that bank or need to highlight in the public forum like press conference etc. why he has not done anything? I think he is the main victim.

Rajanji,

During your Governorship and UPA Rule, Manmohan (so called economist) Rahul Gandhi, and other smart Congress leaders deliberately suppressed NPA Accounts. 2 to 3 NPA Accounts are Nirav Modi, Vijay Mallya, Nehol Choski and many more. Congress was lending loans closing their eyes against handsome dalali, for which Banks are suffering. In the contrary Manmohanji, Chidamabaram are blaming BJP openly. Really laughable.... You could have disclosed this thing during the UPA era.Its too late..

Corruption does not belong to only political class. Honest officers can hold the politicians. There are so many examples of this.It is a bigger problem and not limited to political class.

Rajan was the first Guv to point out the NPA issues. It was the practice of all banks to show their PL account without considering the NPAs. At least we should give him credit for this. Here both Govts are at fault.

Agreed.
Now it is a simple, usual "blame-game" in process which will continue until a proper "scrape goat" is identified.
