Thus, it would be better, if Bihar Govt. also be invited to represent in tripartite meeting comprising of Govt. of Nepal.Govt. of India & Sate Govt. of Bihar. It would be also advisable if Nepal-Indo Kosi Develpment Board be constituted comprising of Union Minister of Water Resorces, Govt. of India, Minister of Water Resources, Govt. of Bihar & Minister of Irrigation, Nepal Govt. & Secretaries of Irrigation Deptt.of Nepal Govt., Union Govt.of India & State Govt. of Bihar. along with their respective chief Engineers to be nominated as its ex-officio members to look after development of Kosi. as whole & how best its water could be utilized in both the countries. It would be also advisable, if the Ganges whose beds & catchments have been filled in with silts must be removed & cleaned regularly so that water flow in the Ganges is there in full swing. Had it been so, excessive water of Koki could not have taken new course in Bihar by moving in abandoned centaury old canal and caused huge devastation. In this contest, it would not be out of place to mention that the report of the Second Bihar Irrigation Commission headed by the then Minister,Jagadanand is worth mentioning. To which the present Chief Minister of Bihar Nitish Kumar was a member of that commission Had they followed its findings, the North Bihar could have been saved from ravages of floods & huge money could have been saved.. Let us urge the State Govt.to implement its findings very seriously!

It is not the proper time to do post-mortem as who is at fault rather to join hands together to fight this menace caused by ravages of Kosi river in the north Bihar where lakhs of people have lost their everything & several lakhs of people have become homeless.Lakha of people are suffering with starvation and surrounded with water all around. The flood in North Bihar is a yearly phenomenon and that must be checked. It is only possible if the Govt. of Nepal makes use of excessive water of Kosi by storing them & utilizing them to run several big hydel projects there in Nepal in its catchments and embankments of Kosi be thoroughly repaired in their side so that no breach is there. It is only possible when the Govt. of Nepal keeps its vigil thoroughly on this count. Let the maintenance part of it in Nepal be taken up by a joint venture run by both the Union Govt. of Nepal & Union Govt. of Bihar. There are few proposals still lying pending with the Govt. of Nepal for its clearance. Let us urge both the Govts. to hold bilateral talks immediately and arrive at positive conclusion & agreement. It is also strange that the State Govt. of Bihar who under takes repair work of embankments even in Nepal but the State Govt. of Bihar is not represented in their bilateral talks.(Contd-Page-B)

hay harjeet if u don't know the rout cause pls dont use this type of words. this flood is not a normal flood. it is due to the breach in one of the dam and later on water discharge by the Nepal in Kosi river . yesterday also nepal dischage almost 200000Qcec ltr. in kosi river .and bihar cannot do any thing it is a mater of Govt.Of nepal and Indian Govt.it is not in the juridiction of state
the only fault of Bihar Govt . is it is not the part of fraud Ruling UPA govt. Headed by the most worst and weak PM Sardar Manmohan singh who is the puppetof MRS. Sonia Gandhi.....still these duffers are playing politics. i m from bihar and i know bihar govt. cannot do any thing

Establish SEZ in bihar - Help it grow

Media is depicting the people condition partly due to flood but mostly due to poverty.

Bihar needs to pick up and all industrialist need to invest in Bihar and that should be made tax free for 10 years. This will help stem migration to other state and bring bck pride to bihar , which has magadh and maurya kings ruling India for long part of history
